House Appropriations Committee Releases FY 2019 Homeland Security Bill

On July 17, the House Appropriations Committee released its proposed FY 2019 Department of Homeland Security (DHS) Bill. In total, the bill includes $51.4 billion in discretionary funding for DHS, an increase of $3.7 billion above the FY 2018 enacted level. The bill also proposes:

  • $700 million for AFG and SAFER ($350 million each);
  • $538 million for the State Homeland Security Grant Program (SHGP); and
  • $661 million for the Urban Area Security Initiative (UASI)

The legislation does not specify funding levels for the U.S. Fire Administration (USFA) or the Urban Search and Rescue System (USAR). However, we will follow up with GAC membership when this information is available.

On Thursday, July 19, the Appropriations Homeland Security Subcommittee held a mark-up for the bill. No amendments were made to the legislation.
