President Signs FY26 Homeland Security Appropriations Act into Law

On Thursday, April 30, President Donald Trump signed a bill to fund most of the Department of Homeland Security, ending the 76-day partial shutdown that began in February. The House passed the Senate bill earlier that day by voice vote with little fanfare, as pressure mounted with funding for key agencies like FEMA, the Coast Guard, and TSA set to run out.

The bill includes the following provisions:

Funds AFG and SAFER at $342M Each (5% Restoration)

  • The bill includes a combined total of $684 million for Assistance to Firefighters Grants (AFG) and Staffing for Adequate Fire and Emergency Response (SAFER) Grants, with funding available through September 30, 2027.
  • Each program will receive $342 million, partially restoring the 10% cut from FY2023 levels ($360M each) by 5.56%.

Funds U.S. Fire Administration at $72.1M

  • The bill includes $72.14 million for the United States Fire Administration (USFA).

While these increases mark meaningful progress, additional work remains to fully restore funding to prior levels and ensure long-term stability for fire service programs nationwide.
