The $1.9 Trillion American Rescue Plan is currently being negotiated in the House, and will soon be sent to the Senate (Click here for full bill text). A primary component of the Rescue Plan is a provision that would provide $350 billion in direct fiscal assistance to states, local governments, tribes and territories.

Unlike in previous bills, these funds could be used to address loss of revenues in city budgets, and therefore, should have the effect of unfreezing capital budgets, while also keeping first responders and providers of vital public services on the job. They could also be used to address broader negative economic consequences of the COVID-19 pandemic.

Of the $350 billion, $195.3 billion would be allocated to states and Washington, D.C. $130.2 billion would be divided evenly between cities and counties.

For companies who wish to contact their congressional delegations in support, we anticipate that the American Rescue Plan will go to the House floor this week (week of 2/22), and then to the Senate floor the first week of March. It is important to note that these funding estimates are not final and are subject to change as negotiations continue in both the House and Senate.
